Dr. Lori Handrahan Continues 

Dr. Handrahan noted, “As I have been documenting, for years now, by all accounts there is both a national child porn crisis and, within that, a crisis of American federal and state employees engaged in child porn.”

Notice that Dr. Handrahan is not intimidated by the term "epidemic." As a scientist, she notes epidemic incidence of child porn, so she says so, and she says the forbidden word. 

“In what appears to be epidemic numbers men are downloading child porn often on their work computers at The Pentagon, The Department of Homeland Security, the Department of Justice, Immigration and Customs Enforcement, The Department of Transportation, The Transportation Security Agency, the Federal Bureau of Investigation, the Central Intelligence Agency not to mention state-level police departments from Maine to California.” 

She continues, “Because the Department of Justice is not collecting data on child porn arrests, no one knows how many government employees have been arrested on child porn related charges, much less how many are engaged in the child porn industry who have yet to be caught.” 

Dr. Handrahan then lists the following cases. Be advised, this is a long, long series, and to do justice to the epidemic and to Dr. Handrahan's pathfinding research, I include them all, publishing links where they exist. 

Only one case could not be confirmed by an external link, and I omitted it. All others are documented. Most cases include a photograph of the perpetrator. In some cases, particularly of disgraced law enforcement officers, no photographs are available on the open net. 

To begin:


The Timothy DeFoggi Case

Acting Director of Cyber Security at the Department of Health and Human Service, Timothy DeFoggi, aged 56, was sentenced to 25 years in federal prison for “participating in a child pornography ring that sources say was so depraved, it even shocked veteran investigators.”

Mr. DeFoggi was a registered user of an online child rape and torture trading site.

The Washington Post reported, “Using the same technological expertise he employed as Acting Director of Cyber Security at HHS, DeFoggi attempted to sexually exploit children and traffic in child pornography through an anonymous computer network of child predators.”

“DeFoggi used Tor, software designed to protect Internet user’s identifies, to access a child porn web site…..But he didn’t just look.”


James Daniel Howard, Undersecretary of the Navy

Former Undersecretary of the Navy, 70 year old James Daniel Howard, who served as a special assistant to President Ronald Reagan, pled guilty to 10 child porn counts and served just 7 months in jail.

Bruce Babchyck, Navy Officer 

Joint Strike Fighter Program Navy officer Bruce Courtney Babchyck, aged 54, was arrested in 2014 for downloading hundreds of gigabytes of young girls and bestiality on government computers. He received a 1 year sentence.

Anthony Mangione, Director, ICE, Southern Florida. Yes, Director, ICE

Anthony Mangione, aged 52, was the Director of Immigration and Customs Enforcement (ICE) in Southern Florida. He was sentenced to nearly 6 years in prison. He was apprehended with up to 150 pieces of child porn on his laptop, and exploited his cyber expertise to routinely wipe his computer clean.

Some images portrayed “extreme abuse of children,” including children as young as age 3. Mangione sent child porn to a man in Delaware who was caught with a library of more than 700 images and 500 chat logs with other child porn aficionados. 

In at least two of those chat logs, Mangione masqueraded as a mother who was molesting her daughters. Mangione was a regular churchgoer. 


David Bourque, Captain of Police

David Bourque, aged 51, was the police captain of Granby, CT when he was sentenced to 10 years for child porn possession and distribution. He had more than 328,528 images and 4,000 videos on his police department computer, including sadistic and violent acts against infants and toddlers.

US Army Lawyer Daniel Woolverton 

US Army prosecutor and judge advocate Daniel Woolverton, aged 35, a father of two and a graduate of West Point, was convicted in 2011 for forcible infant sodomy and for possessing more than 30,000 images and 1,000 videos of brutal child sexual abuse including one that depicted a 3 month old infant.

Mr. Woolverton was sentenced to 37 years in prison including a 27 year sentence where he pled guilty to sexually assaulting an infant which he videotaped. Three videos depicted abuse of an infant who appeared to be aged two or three months. 


Assistant Attorney General of Maine James Cameron 

Maine Assistant Attorney General James Cameron, aged 52, was sentenced to more than 15 years in federal prison on 7 counts of child porn possession, receipt and transmission.

Mr. Cameron had the audacity to appeal his sentence after cutting off his ankle bracelet, jumping bail and absconding to New Mexico, where he was apprehended “because he kept checking his ATM to see if the $40,000 in checks he forged had gone through.”

Mr. Cameron was apprehended with 150-300 child porn images depicting prepubescent children and sadistic and other violent conduct, trading with other pedophiles. 


Army Colonel Joel Rice 

Army Colonel 59 year old Robert Joel Rice, a war game developer at the US Army War College, had more than 30,000 images of child sexual abuse which his wife, Marilyn, discovered. Incredibly, the Army continued Colonel Rice’s employment, and permitted him to access a computer.

Colonel Rice also advertised for male sexual partners on Craig’s List, ads which his lawyer accused his wife of placing to extort him in a divorce action. Colonel Rice was sentenced to 12 years in prison. 


Air Force Chief Scientist David O’Brien 

David O’Brien, aged 71, chief scientist at Patrick Air Force Base’s Technical Applications Center, was arrested with a large collection of child porn on both his personal and his Air Force computers.

His collection included videos depicting the molestation of children as young as age 3. Sickeningly, Mr. O’Brien took photos of his granddaughter and placed images of her head over those of children suffering abuse. 

Department of State (DOS) IT Manager Carl Carey 

Carl Carey, a 54 year old Project Manager in IT at the US DOS, was arrested on 10 counts of child porn possession in April 2012.

Gons Nachman, Diplomat 

Diplomat Gons Nachman, 42, “admitted taping his sexual encounters with teenage girls while stationed in Brazil and the Congo,” and was sentenced to 20 years in prison. Mr. Nachman also pled guilty to possession of child porn. 

He was also accused of exploiting his position as a consular officer to extort “attractive Brazilian visa applicants for sex.”

Bureau of Diplomatic Security Special Agent James Cafferty 

Special Agent James Cafferty, 45, with the DOS Bureau of Diplomatic Security, pled guilty to child porn charges and was sentenced to 7 years in federal prison. He was caught with more than 30,000 images depicting child sexual abuse.

Timothy Towell, Ambassador 

Former US ambassador to Paraguay, Timothy Towell, 75, was charged with nonconsensual sexual crimes against an 18 year old male in 2009. Mr. Towell was the American Ambassador in Paraguay between 1988-1991.

CIA Chief of Station Andrew Warren 

The former CIA Chief of Station in Algeria Mr. Andrew Warren, 42, was arrested in April 2010. Mr. Warren was reported to local Norfolk police for hanging his genitals over the top of his pants. Mr. Warren reportedly said to a neighbor, “Excuse me, I’ve had minor surgery so I get a little horny sometimes.” 

The former case officer was terminated by CIA after pleading guilty to sexual assault charges that he drugged the drink of a woman in Algiers and then raped her.

DSS agents also found child porn on Mr. Warren’s laptop, though it appears that he was prosecuted only for sexual assault, and not for possession of child porn. Mr. Warren was sentenced to 5 years in federal prison. 

Mr. Warren was featured in a Rolling Stone article that fleshed out his remarkable tale. Mr. Warren was a classic overachiever, an African American who was singular in his rise through the notoriously patriarchal CIA. 

Fluent in Arabic, Warren participated in the War on Terror in key positions. Mr. Warren appears to be an example where a case officer was thrust into a paramilitary role without adequate preparation. PTSD was the inevitable result. 

CIA’s inadequate internal screening procedures are on harsh display. In the throes of PTSD, abusing alcohol and narcotics, Mr. Warren was promoted to Chief of Station Algiers, where he was later accused of slipping Muslim women a Mickey and then raping them. 

After Mr. Warren was recalled to Langley, DSS agents examined his personal electronic devices and found incriminating material, including, it is alleged, child porn. 

Mr. Warren claimed that he was the victim of a “honey trap” run by the chief intelligence officer in the Algerian government. After his arrest and termination by CIA, he spiraled into total self-destruction. 

When he was arrested, he was apprehended with a Glock and he was in the throes of a crack cocaine bender. He was sentenced to 5 years incarceration in federal prison. 


FBI Special Agent Donald Sachtleben

A 54 year old former FBI agent and bomb technician, Donald Sachtleben was arrested in May 2012 and charged with distribution and possession of child porn. He later pled guilty to charges of unlawfully disclosing national defense information relating to a disrupted terrorist plot. 

An FBI employee from 1983-2008, Special Agent Sachtleben was a bomb tech with a Top Secret security clearance. After his retirement from FBI in 2008, he was rehired as a contractor. 

His case is significant as his security breach was detected only after a Foreign Intelligence Surveillance Court (FISC) warrant was used to analyze the phone records of a journalist. Communications were detected that pointed to Mr. Sachtleben.

Investigators then sought another warrant authorizing a more exhaustive forensic search of Mr. Sachtleben’s electronic devices, which were already in the custody of federal investigators. 

Prosecutors were at pains to emphasize that Mr. Sachtleben never sought whistleblower protections, and he leaked to an AP journalist, with whom he was romantically linked, details of a terrorist investigation in Yemen for his own inscrutable reasons. 

Mr. Sachtleben was involved in some of the most crucial cases in American history, including the UNABOMBER case, the Oklahoma City bombing, and the World Trade Center attacks, in both 1993 and 2001. 

His arrest with some 30 pedophilia images and his use of the email address [email protected] raised questions. After an AP wire report addressing an “underwear bomb” was published, DOJ surveilled more than 20 AP phone lines in an effort to pinpoint the leaker. 

The warrants produced only metadata, so confirming the content of the communications only happened after his electronic devices were seized. 

Yet again, an apprehended child porn aficionado blamed PTSD and his failed efforts to self-medicate for his plight, saying to a judge, “I also confronted for the first time in my life the post-traumatic stress disorder that I had encountered as a result of my work. I had been denying that for many years, and I had been medicating myself, numbing myself against those effects with my addictive behavior.”

It also emerged that Mr. Sachtleben was “in a longstanding relationship with the reporter.” Then he attempted to commit suicide. 

Amazingly, Mr. Sachtleben was a visiting professor at Oklahoma State University, the director of training at the school’s Center for Improvised Explosives, a position befitting someone of his accomplishments and experience. Except that he had a deep, dark secret. Cases like this one make you look harder at your own associates. 

Which of them also harbors a deep, dark secret? Pedophiles in positions of grave responsibility seem to proliferate everywhere. 


FBI Analyst Kieth Dietterle 

Then a 28 year old FBI Analyst, Keith Dietterle, was arrested in November 2012 on child porn charges. Working out of FBI Headquarters in Washington, DC, Mr. Dietterle was duped into plotting to have sex with a 3 year old by a DC Police Department detective working with the FBI’s Child Exploitation Task Force.

He pled guilty to a single charge of possession of child pornography. 


Deputy Press Secretary DHS Brian J. Doyle 

Another undercover detective masquerading as a 14 year old girl duped a deputy press secretary at DHS, Brian J. Doyle, 55, who promptly told “her” in “graphic detail the sexual acts he wanted to perform with this 14 year old” girl.

His home was situated directly behind an elementary school. Mr. Doyle was formerly a reporter at Time Magazine in Washington. He was sentenced to 5 years in prison with 10 years on probation after his release. He is now a registered sex offender and was released from prison in January 2015. 


Customs and Border Protection Agent Eric Higgins 

A Homeland Security Customs and Border Protection agent, Eric Higgins, 31, pled guilty to child porn charges after more than 40 images were found on his laptop. He was sentenced to 1 year and 8 months in prison. 


Customs and Border Protection Agent Nicholas Bolden 

Another Customs and Border Patrol agent, Nicholas Bolden, 40, was sentenced to 6 and a half years in federal prison after accessing a Russian child porn website on his government computer. He was also apprehended with a child porn CD at his desk. 

Customs and Border Protection Agent Gilbert Lam

Yet another Customs and Border Patrol agent, 38 year old Gilbert Lam, was arrested on charges of child porn possession and distribution. He was found guilty.

Robert B. Rennie 

Then Robert B. Rennie, aged 43, was apprehended after using a fake Facebook account to target, groom and abuse female middle school students.

The fake account was in the name “Kyle Kirts,” and he masqueraded as a student at Lunsford Middle School, and also portrayed himself as a student at George Mason and at Mercer University. He was charged with 5 counts of using a computer to solicit a child less than 15 years old, as he used Skype to manipulate young girls into engaging in computer sex. 


National Children’s Museum Official Robert Singer 

The Chief Operating Officer of the Washington, DC National Children’s Museum was arrested in November 2007 and charged on 5 child porn distribution charges.

Mr. Robert Singer, aged 58, and the father of two, sent images of naked children interacting sexually with adults to a New York City police detective masquerading as a mother with a 12 year old daughter. 

He was sentenced to 5 years in prison for distribution of child pornography. Mr. Singer pled guilty. 

Mr. Singer frequented an AOL chat room called “Cuties,” a known venue for trading child porn, using the screen name “Badboy2at.” 


DEA Agent Scott Whitcomb 

Scott James Whitcomb, aged 48, was arrested on charges that he sexually molested a 15 year old boy and his 12 year old brother, documenting the abuse with photos and videos in his home.

The CBS article detailing his arrest is notable for failing to observe that Mr. Whitcomb was a former police officer, Air Marshal and prison guard, and at the time of his arrest a DEA agent. He was sentenced to 25 years in federal prison. 


DEA Agent Darren Argento

Another DEA agent, Mr. Darren Argento, 47, was apprehended after he asked a DEA IT technician to assist him with his computer, which was failing to boot up properly.

As Mr. Argento wanted a backup made to ensure that he did not lose files, he was busted after the technician browsed through the contents of the drive and discovered more than 73,000 images and 723 videos associated with “preteen and/or teenage girls.” 

The NBC article documenting his arrest stated, “The computer was apparently not booting up properly in part because of the thousands of download (sic) images allegedly contained inside.” 


DOE Computer Tech David Busby 

At the DOE (Department of Energy) National Energy Research Scientific Computing Center, a 61 year old computer technician named David Busby was arrested on child porn charges. 

Mr. Busby was detected after a network security analyst detected traffic indicative of child porn and traced it to a laptop used by Busby. Before his trial, Mr. Busby admitted downloading the images and retaining them for a short period before deleting them. 

At his trial, Mr. Busby claimed that he accidentally downloaded the images. Investigators determined that he deleted some 1,400 child porn images, which were found in unallocated space. 

Mr. Busby was sentenced to 10 years in federal prison, as he had a prior conviction on his record for “lewd and lascivious acts with his 7 year old stepdaughter in 1990. 

Mr. Busby stated that he was addicted to child porn at trial. He was also sentenced to 10 years of supervised release after his prison sentence was completed. 

The statutory sentence for the crime was a minimum of 10 years, and a maximum of 20 years, with fines. Mr. Busby received the statutory minimum. 

Mr. Busby was said to be a veteran of 10 years Naval service during the Vietnam era, and his public defender stated that he had been sexually abused as a child by his alcoholic father, his older brother, and a neighborhood preacher. He also claimed that his alcoholism was a factor in his addiction. 

Bizarrely, Google reveals that another pedophile named David Michael Busby, age 28, was convicted on three counts of sodomy on a child and sentenced to 45 years to life. Two different Michael Busbys, both pedophiles. 


Department of Agriculture Official James Spargo 

At the Department of Agriculture in Florida, 66 year old James Spargo pled no contest to 20 felony child porn counts and was sentenced in February 2015 to 10 years in prison. Some 20 photos and videos depicting infants and toddlers were discovered on his work computer.

“Officers found the pictures on the man’s work computer and most of the children, arrest papers say, are toddlers.” The account continues, “According to arrest papers, most of them are of toddlers between the ages of one and four years old, some are in sexual scenarios with adults and one, arrest papers say, is an infant.”

“Agents say,” according to a news release from the Leon County Clerk of Courts, “Spargo admitted to viewing and sending the files, saying that he knew it was wrong.” 

He was additionally sentenced to 15 years on probation after his sentence is complete. 


Forest Service Employee Derek Alan Lee 

A US Forest Service employee, Derek Alan Lee, 44, was sentenced to 15 and a half years in federal prison and lifetime supervised release along with his 21 year old stepson Jeffrey McMillan on child porn charges. 

His stepson Jeffrey Dean McMillan was sentenced to 4 years in federal prison and 10 years of supervised release upon completion of his sentence. Both must also register as sex offenders. 

One account states, “forensic analysis of Lee’s computer revealed about 111 videos and 116 images of minors engaged in sexually explicit conduct, and a collection of “incest stories” featuring adults engaged in sexual molestation of children. Both men entered guilty pleas.”

Another account states, “Their computers were found sending “several hundred files” of child sex abuse on the internet. Lee said he had been downloading child porn for ten years.”


Child Protection Services Official William Shaffer 

A particularly grotesque account states that William Shaffer, 71, a licensed social worker and Child Protection Services (CPS) staff member at the Department of Health and Human Services, was arrested in July 2013 after spending nearly $7,000 on 222 child porn films depicting the rape and torture of victims. 

This case, like many others recounted here, illustrates that pedophiles “go where the meat is,” like any other predator. It is instructive how many pedophiles deliberately position themselves in professions and in situations where they can exploit access to vulnerable children. 

The criminal complaint states that the company customer database of an international movie production company called, sensibly enough, “International Company” was seized by federal agents in May, 2011. The firm sells DVDs and streaming movies featuring young boys.

“Transactions show that Shaffer made 33 transactions between 2006 and 2011, ordering 222 videos costing approximately $6,940.” 

Federal agents also seized a 1987 City of Westland Police Report that stated that Shaffer sexually molested a boy between the ages of 8 and 9. “The police report alleged the incident happened while Shafer (sic) was a Child Protective Services employee.”

Shaffer alleged that the company stated that the videos were not illegal. Some 61 of the 222 videos were discovered in Shaffer’s kitchen during the execution of a search warrant. Others were found under a kitchen table. “The videos contained nude prepubescent and pubescent boys.”

Another account states that police removed 61 movies from Shaffer’s home, “including one showing naked boys eating desserts and other food.” A criminal complaint reportedly recounted that “sexual stories about children” were seized, including one depicting a 7th grade boy who was "abducted, molested and sodomized."

“It was unclear if Shaffer wrote the story, which references Michigan State University and 16 Mile Road.”


Child Protection Services Official Stanley Dorozynski

Another Child Protective Services (CPS) employee, 53 year old Stanley Dorozynski, was arrested in December 2010 and charged on two counts of possessing and receiving child pornography. 

An undated report in the Rome Sentinel states that Dorozynski, was sentenced to 6 years in federal prison for child porn offenses. He was also sentenced to 10 years of post-release supervision, and ordered to pay $4,000 to one of his victims. He will also register as a sex offender. 

One account states that Mr. Dorozynski was “responsible for investigating child abuse cases” for Oneida Child Protective Services of HHS.

Another account stated that “He was responsible for investigating child abuse cases for the county agency, where he worked from 2008 to 2010 when his girlfriend found the pornography and called police.” 

Upon his arrest, Dorozynski was found in possession of 2,400 child sex abuse images and videos, including some depicting the molestation of children as young as 4 years old. 

Investigators also discovered 11 zip disks of child porn in a locked trunk. Mr. Dorozynski was said to trade materials depicting child rape and torture since 1990. Dorozynski pled guilty in July 2012 and was sentenced to 6 years in federal prison.

One account states that a girlfriend of Mr. Dorozynski found the images and videos on his computer and notified law enforcement. The girlfriend was said to be 47 years old, with a 9 year old daughter. Sickeningly, Mr. Dorozynski was previously a police officer in Utica, New York, prior to his employment by HHS. 

According to a police spokesman, Mr. Dorozynski was a Utica police officer between July 1980 and July 2000. For 20 years, this child sexual predator was a sworn police officer. Apparently his appetite for child porn compelled him to seek employment as a Child Protective Services caseworker in 2008.

Again, we see pedophiles gravitating to where the meat is. They are predators. They prey upon the young and the defenseless. 


Air Marshal Michael McGowan 

A former Air Marshal, Michael McGowan, aged 41, was “slammed with a 90-year jail sentence for molesting three young boys based on evidence that was discovered while he was already serving time for receiving child pornography.”

The US Bureau of Prisons intercepted a letter that McGown wrote to one of his victims, asking him to destroy a hard drive containing incriminating images that he hid behind a sheetrock wall in his Long Island home. 

His victims ranged in age from 11 to 13. Mr. McGowan was apprehended with 1,300 videos and images, as well as fake FBI and CIA badges.
