Pedophiles from Other Agencies
In April, 2012, TSA agent Jose E. Salgado, aged 59, was charged with possession of child porn.
A blog called TSA News documented child porn charges among TSA employees until 2016. Apparently the blogger got tired after that date. The arrests chronicled below occurred in 2011. There is nothing noteworthy about 2011. I could have focused on pedophiles arrested in 2010, or in 2012, and made the same point: there is an epidemic of pedophilia underway.
I do not think that TSA in particular has a pedophile problem. I think that aggregators like this blogger merely focus and document elements of an epidemic that is rampant throughout Western society.
TSA Agent Scott Wilson
Scott Wilson, aged 41, was arrested in Baltimore after an undercover agent downloaded child porn from his computer using a file sharing program.
Wilson was charged on two felony child porn counts. Wilson admitted that he “sometimes masturbates to the images of child pornography.” Quoted in a document posted on The Smoking Gun, “Wilson stated that he knows that he has a problem.”
A forensic preview of Wilson’s electronic devices revealed videos and photos “depicting prepubescent females engaged in sexually explicit conduct with adults.”
Other videos depicted “a prepubescent female engaged in masturbation and anal sex with an adult male.”
TSA Agent Andrew W. Cheever
In Boston, Andrew W. Cheever, aged 33, was apprehended on child porn charges after the execution of a search warrant on his premises yielded “approximately 2,000 images of child pornography and several uniform items bearing the TSA logo.”
In March, 2012, Cheever was sentenced to 41 months in federal prison and five years probation. He pled guilty to charges of possession of child porn.
TSA Agent David Ralph Anderson
In Spring Creek, Idaho, David Ralph Anderson, aged 61, was in custody after a girl “younger than 14” alleged that on 7 to 10 occasions in a one year period he “taught the victim about various sexual acts” and engaged in sexual contact touching each other’s genitals.

TSA Agent Paul David Rains
In Orlando, former TSA agent Paul David Rains, aged 62, faced charges including child pornography and sexual battery and lewd and lascivious assault and sexual performance by a child.

TSA Screener Thomas Gordon, Jr
In Philadelphia, a TSA screener at Philadelphia International Airport was accused of distributing more than 100 images of child porn via Facebook. TSA officer Thomas Gordon, Jr., aged 46, “uploaded explicit pictures of young girls to an internet site on which he also posted a photograph of himself in his TSA uniform.”

Other articles stated of Mr. Gordon, “He had over 600 images and videos of child sex abuse including children as young as six years old which were described as “horrific.”
An Endless Litany of TSA Pedophiles
In Londonderry, New Hampshire, Dwayne Valerio, aged 44, was arrested on 5 counts of aggravated felonious sexual assault. “The victim is a juvenile.”

Mr. Valerio pled guilty to 2 counts of aggravated felonious sexual assault and was sentenced to 10-20 years in prison. His victim was 12 at the age of the crime.
Again in Orlando, 57 year old TSA officer Charles Bennett of Winter Garden was reported to the police by a 15 year old girl. The girl alleged that Bennett “touched her inappropriately…when she was twelve.”

Bennett also admitted to asking the girl to be his sex slave in a written statement to police. Mr. Bennett was sentenced to 10 years probation and registration as a sexual offender. Yes, just 10 years of probation.
Again in Boston, Sean Shanahan, aged 45, was arraigned on charges of statutory rape, enticement of a child and indecent assault and battery on a person 14 years old or older.

A former TSA agent, Mr. Shanahan was sentenced to 3-5 years in prison, 10 years on probation, and registration as a sexual offender.
The blogger observes that “these are just the 2011 incidents!” Explaining, the blogger notes that there were probably even more incidents that year involving just TSA employees.
TSA offered an alibi:
“…every TSA employee is subject to a significant background check, including criminal history.”
Obviously TSA checks are failing, and failing badly.
Again in Baltimore, Roger Loughry, Sr., 57, was convicted on charges of advertising, conspiracy and distribution of child porn. He was sentenced to 30 years in federal prison. Loughry was a site admin on a pedophile website called The Cache.
Andrew Smeal, a 39 year old Florida TSA agent, was charged on 25 counts of child porn possession.

TSA Employee, Former Priest, Thomas Harkins
In 2012 CBS learned that a Catholic priest removed from ministry for charges of pedophilia was employed by TSA at Philadelphia International Airport.

Thomas Harkins, aged 65, was removed by the Diocese of Camden in 2002. In a lawsuit, Mr. Harkins was accused of sexually abusing an 11 year old girl between 10-15 times in 1980 and 1981. Harkins was a priest at Saint Anthony of Padua parish in Hammerton, NJ.
TSA Agent Miguel Angel Quinones
In New Hampshire, a former TSA employee, Miguel Angel Quinones, aged 38, was indicted on multiple charges of possession of child sex abuse.

A forensic search of electronic devices that he safeguarded in his personal TSA locker yielded more than 1,000 images and one video depicting child sex abuse.
Other Pedophile Government Employees
Bureau of Indian Affairs Engineer Jasper Neil Blair
A former civil engineer in the Portland office of the Bureau of Indian Affairs was sentenced to 2 and a half years in federal prison for possession of child porn. Jasper Neil Blair, aged 37, pled guilty to knowingly possessing an image of a 6 year old girl being sexually abused.

Mr. Blair was additionally ordered to to serve 10 years of court supervision upon his release, and to register as a sexual offender. Mr. Blair was detected when a Department of the Interior official observed child porn transiting through the organization’s servers. Mr. Blair must also register as a sex offender.
Mr. Blair was sharing child porn.
Corrections Officer Leon Perry Brooks, Sr.
A former Corrections officer, 39 year old Leon Perry Brooks, Sr., was charged on multiple child porn accounts in 2013.
State Probation Officer Gerald J. Silva
In another case of the fox watching the hen house, a Rhode Island state probation officer assigned to the sex offender unit was charged with child sex offenses. Mr. Gerald J. Silva, 59, was convicted on 6 counts of receiving child porn and one count of possession and sentenced to 6 years in prison.
Mr. Silva was exposed when authorities examined the business records of Azov Films, a Toronto company doing business in more than 90 countries. Mr. Silva purchased 75 different videos depicting child porn, spending some $1,589 via the Azov website.
Mr. Silva claimed that he ordered and collected the videos as part of a project that he undertook as a state probation officer.
Chief Probation Officer Stuart Forrest
Stuart Forrest, a 62 year old Chief Probation Officer of San Mateo County, CA, was sentenced to 10 months in jail for child porn offenses that included possession of material depicting the abuse of young bound boys. Mr. Forrest had more than 400 images and videos.

Supervisor Sex Offender Unit Larry Franco
The Supervisor of Adult Probation and Parole and Sex Offender Unit in New Mexico, Mr. Larry Franco, 56, was charged with 2 counts of 4th degree felony sexual exploitation of a minor and with 1 count of tampering with evidence. “He was producing child porn.”

He was later charged with 26 additional child porn related counts. Mr. Franco was sentenced to 8 years in prison, 10 years of probation, and registration as a sexual offender.
Sex Offender Parole Officer James Leone
James Leone, 50, was a state parole officer who supervised parole officers supervising sex offenders who was previously a New York City child abuse investigator with the New York City Child Welfare Bureau. Mr. Leone was arrested for downloading images depicting the sexual abuse of 10 or 12 year old girls.

Mr. Leone conducted online searches for “preteen hardcore.”
State Parole Officer Porter Griffith
Parole officer Barry Porter Griffith, 45, was detected using “significant internet bandwidth” to view porn online using a state owned computer. Remotely viewing the websites that Griffith was accessing revealed that he was viewing child porn from his office.
Mr. Griffith later surrendered 2 personal computers containing child porn to investigators, and was sentenced to 42 months in prison.
Corrections Officer James Kriegner
A 43 year old Corrections officer with Mercer County, NJ, James Kriegner, was charged with downloading more than 100 images depicting child porn.
Forensic examination of his electronic devices later revealed that he created child porn in the course of raping a 15 year old girl, his niece by marriage.

Mr. Kriegner then negotiated a guilty plea to a cornucopia of child porn charges including: statutory sexual assault, involuntary deviate sexual intercourse, unlawful contact with a minor, sexual abuse of children-photographing, filming, depicting on computer or filming sexual acts (child pornography), aggravated indecent assault, criminal use of communications facility, corruption of minors, and indecent assault.
He was additionally determined to be a Sexually Violent Predator, and was then sentenced to 6 to 15 years imprisonment to be followed by 5 years of probation and registration as a sexual offender.
