The Boy Scouts of America Maintain the Largest Databank of Pedophiles Worldwide?
Again, Pedophile Predators Go Where the Meat Is
Mr. Bruce Nagel, an attorney representing three former Boy Scouts, states that the Boy Scouts of America maintain records of child abuse dating back to the 1920's. In July 2017, a judge in the case ruled that the former Boy Scouts could gain access to the records.
Mr. Nagel said, “The Boy Scouts of America never once advised parents or scouts that there was a plague that existed for a hundred years…A plague of sexual abuse that was going on throughout the country.”
NPR wrote, “One of the most stunning revelations the paper (referring to The Los Angeles Times) uncovered is that the files show Scouts “failed to report hundreds of alleged child molesters to police and often hid the allegations from parents and the public.”
In multiple cases, the Boy Scouts removed leaders accused of child molestation, only to see them rejoin the nationwide organization in a different jurisdiction, committing further sexual abuses on children, usually young boys.
Remarkably, University of Virginia professor Janet Warren, who was paid by the Boy Scouts to “review the files,” claimed that “in the context of the era, the Scouts were doing more than most in an attempt to keep out child abusers.”
A very weak alibi, considering that we are talking about child molestation inflicted upon tens of thousands, possibly more than 100,000 boys by thousands of perpetrators.
The AP wrote:
"Again and again, decade after decade, an array of authorities—police chiefs, prosecutors, pastors and local Boy Scout leaders among them—quietly shielded scoutmasters and others accused of molesting children.”
“… At the time, those authorities justified their actions as necessary to protect the good name and good works of Scouting, a pillar of 20th century America. But as detailed in [the documents], their maneuvers allowed sexual predators to go free while victims suffered in silence.”
“… In many instances—more than a third, according to the Scouts' own count—police weren't told about the reports of abuse. And even when they were, sometimes local law enforcement still did nothing, seeking to protect the name of Scouting over their victims."
Mr. Nagel is quoted in The New York Post saying that the Boy Scouts “had the largest databank of pedophiles in the world,” that files retained by the organization documented abuse committed by more than 5,000 scouts and volunteers since the 1920’s.
An article about a separate case revealed that the internal documents of the Boy Scouts of America, revealed pursuant to a court order identified "some 1,200 Scout leaders and volunteers suspected of child abuse."
Then The Los Angeles Times in 2015 published the “Perversion Files,” consisting of 1,900 files and 3,100 summaries from 1947 to 2005.
The “Perversion Files” include information on approximately 5,000 men and “a handful of women” who were expelled from the Boy Scouts of America between 1947 and 2005 due to allegations of sexual abuse.
An unknown number of files were deleted by the Boy Scouts before the early 1990’s. The data in the “Perversion Files” was collected from “confidential Scouting files submitted as evidence in court cases.”
The law firm of Crew Janci LLP posted some 1,292 entries in what it termed the “Ineligible Volunteer” files, aka The “Perversion Files,” saying that the files were created by the Boy Scouts to cover the years 1965-1985.
The law firm states:
“The information in the IV ("Ineligible Volunteer") files concerns allegations of child sexual abuse. In a number of the cases, the allegations were later substantiated by court proceedings. However, in a great many cases no such substantiation ever occurred.”
Later:
“The incidents reported in these documents attest to notice of potential child abuse given to the Boy Scouts of America and its affiliates and their response to that notice.”
“Not all of the files created during the time period 1965 to 1985 still exist; some were destroyed by the Boy Scouts in the years since their creation.”
Elsewhere on its site, Mr. Kelly Clark, esquire, of Crew Janci LLP, writes, “…the Boy Scouts of America has long kept confidential records of child molesters and pedophiles within its ranks … (the) BSA started keeping these files as early as the 1920’s and has kept them ever since.”
Then he drops the hammer:
“Ostensibly begun as a way to make sure that accused molesters were kept out of Scouting, it was plain from the evidence in the case (2010 Kerry Lewis v. Boy Scouts) that, certainly by the 1960’s and 70’s, BSA (Boy Scouts of America) was taking active steps to keep even the existence of the files secret from the public.”
“The fact that BSA national was keeping a list of pedophiles was something that not even many lifetime Scouts and some professional Scouters—heads of the local Boy Scout Councils—knew about.”
“The files themselves were, and are, kept in segregated and locked filing systems at BSA headquarters. BSA never has voluntarily released the files, and has always fought tooth and nail to keep them from law enforcement, as well as from abuse victims, their parents and lawyers.”
Mr. Clark then writes, “…in the four decades from 1945-85, tens of thousands, perhaps more than 100,000 boys were abused by Scoutmasters, Assistant Scoutmasters, or other adult volunteers.”
He concludes by saying, “…child abuse thrives in secrecy, and secret systems are its nourishment.”
Looking back, the 1991 Washington Times series “Scouts Honor” was prescient. It concluded, “The Boy Scouts are a magnet for men who want to have sexual relations with children…Pedophiles join the Scouts for a simple reason: it’s where the boys are.”
More recently, in August 2017 a former Boy Scout leader pled guilty to possessing material depicting the sexual exploitation of a minor. Most of his collection of still images and videos portrayed children younger than 12 years of age.
Christopher Sokiera, aged 41, from Shaler Township, PA, was sentenced to more than seven years in federal prison.
Clearly, pedophiles are still gravitating to the Boy Scouts, because that is where the boys are.
Then Anthony Mauro, 45, of Beachwood, NJ, was arrested for possession of more than 100 images and videos of child porn in August 2017, and charged with possession and a single count of distribution. Mauro was said to be a volunteer Youth Team leader with the Saint Barnabas Catholic Church.

Predatory pedophiles always go where they can access their meat.

Then in July 2015, “The Perversion Files” made an appearance in a case in New Jersey.
Another Boy Scout troop leader, Stephen Corcoran, aged 49, was convicted on 11 counts of child porn possession and distribution and sentenced in June to 7 years in state prison.

He was the assistant scoutmaster for Boy Scout Troop 173 in Morris County, and advised the Eagle Scouts between 1997-9. He faces additional charges that he molested three Boy Scouts in the 1990's.
Victims referred to an incident in 1999 when Corcoran and 2 scouts engaged in a “threesome.” Corcoran was charged in December 2012 with aggravated sexual assault, endangering the welfare of a child and four counts of sexual assault.

The grooming that Corcoran perpetrated on one victim is described in detail, including the trading of sexual secrets, the introduction to pornography, and alcohol. By 1998, the victim stated that he was molested and compelled to perform oral sex on Corcoran on hundreds of occasions.
Corcoran reportedly was an IT worker at Deutsche Bank in New York City, and received a MS in IT from Stevens Institute of Technology.
Victims sued the Boy Scouts of America in 2012 after the Perversion Files report in The Los Angeles Times. Their lawsuit cited the Boy Scouts keeping “meticulous records on allegations of abuse, though in many cases never took action against the leaders or reported the allegations to law enforcement.”

Corcoran’s bail was revoked after the verdict by Superior Court Judge Thomas Critchley, who reviewed the still images and the video, one depicting a 10 year old boy.
“All the charges here involve child pornography,” Judge Critchley said, “The charges involve, by definition, the cruel and damaging exploitation of children. There is a strong need to deter that.”

Corcoran was said to groom the Boy Scouts while they were 11 to 12 years of age, showing them pornography and discussing sexual subjects with them. Then he raped them.
Interestingly, an account by Ben Horowitz for NJ.com states that Corcoran, a leader with Troop 173 in Parsippany, invited an unidentified man into his home and shared the pornographic images with him in 2011.
In January 2012, Julia Terruso wrote for the Star-Ledger that Corcoran was charged with 1 count of distribution of child porn and 1 count of possession. A cooperating witness advised investigators that Corcoran invited him to his home and showed him child porn.

Authorities searched his electronic devices and uncovered images and videos of boys exposing their genitalia and engaging in sexual acts.
NorthJersey.com states, "In one alleged incident, Corcoran is accused of operating a webcam while the boy," his victim, "then 16 years old, was naked on the floor while images of him were transmitted live to a man who watched."
In yet another incident, former Boy Scout leader and elementary school teacher Daniel Burris, age 46, was sentenced to 14 years in prison for raping and molesting boys that he encountered at a Boy Scout camp.

Burris was sentenced to 11 years for rape, and 3 years for unlawful sexual conduct with a minor. He will concurrently serve an additional 3 year sentence for gross sexual imposition on yet another juvenile.
The two boys reported that Burris molested them while he tutored them in math. He engaged in oral sex with one boy when he was 10 or 11 years old. That molestation continued until the boy was in the 8th grade.
Another boy was between the ages of 13 and 16 when Burris was accused of engaging him in oral and anal sex.
Burris resigned from his position as an elementary school teacher after the Boy Scouts of America dismissed him for sending inappropriate texts to scouts.
Burris will serve 5 years of probation after his release from prison and register as a sexual offender for the remainder of his life.
The Boy Scouts of America are still a magnet for pedophiles.
